This website is run by Leeds City Council. We want as many people as possible to be able to use this website. That means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 300% without the text spilling off the screen
- navigate most of the website using just a keyboard
- navigate most of the website using speech recognition software
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We’ve also made the website text as simple as possible to understand.
AbilityNet has advice on making your device easier to use if you have a disability.
How accessible this website is
We know some parts of this website are not fully accessible:
- Decorative images have alt-text instead of an empty alt attribute
- Heading elements are not always in a sequentially-descending order
- Venue blocks cause left-right scroll to be introduced at 200% zoom for mobile users
- Embedded maps do not have navigation arrows
- Menu links do not have sufficient contrast when in tabbed or touch focus for mobile users

Technical information about this website’s accessibility
Leeds City Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.
Non-accessible content
The elements listed below are not accessible and do not comply with the accessibility regulations.
Decorative images have alt-text instead of an empty alt attribute
Images that are used for decorative purposes contain alt-text descriptions. This fails 1.1.1 Non-text Content. Images that don’t add information to the content of a page should have a null (empty) alt text provided (alt=""), so that they can be ignored by assistive technologies, such as screen readers.
Heading elements are not always in a sequentially-descending order
Headings across the website do not always follow a logical order. For example, on venue pages, these have the title as H1, then the social media heading in the footer as H3. The content contains heading-like text that should be marked up as headings.
This fails 1.3.1 Info and Relationships and 2.4.6 Headings and Labels.
Venue blocks cause left-right scroll to be introduced at 200% zoom for mobile users
On mobile devices, at 200% text zoom, the venue block for Well Wave locations introduces a left-right scroll. This fails 1.4.4 Resize Text and 1.4.10 Reflow. The content should wrap or reflow accordingly allowing users to zoom up to 200% without introducing a left-right scroll.
Embedded maps do not have navigation arrows
This fails 2.5.7 Dragging Movements which states “For any action that involves dragging, provide a simple pointer alternative”.
Menu links do not have sufficient contrast when in tabbed or touch focus for mobile users
On mobile devices, when the menu items have tabbed or touch focus, the text has a contrast of 1:1. This fails 1.4.3 Contrast (Minimum) which requires a 4.5:1 contrast minimum for normal sized text.
What we’re doing to improve accessibility
We are currently working on some fixes for non-accessible content which we aim to have live by 23 May. We will then update the statement further.
Disproportionate burden
Leeds City Council believes all content should be accessible for everyone. We do not currently intend to claim disproportionate burden for any website content.
Content that’s not within the scope of the accessibility regulations
Leeds City Council intends to make all our content accessible.
